Yes and no. Rescue projects are tricky. You can compare it to a badly or half built house. You can decorate. You can extend. You can even take down non-bearing walls and change some of the layout. However, some changes are simply not possible or are hard to achieve within reason. Moving the kitchen or fixing the foundation for example involves extensive work. It requires extra effort and could have a knock-on effect on other things.
The same applies to web projects as they are inherently complex. This means you don't get the best value for money from an experienced developer as they work in the confines of what was given to them.
You have two options. Keep going at it or start from scratch. Generally I recommend the latter and getting someone involved who will see the project through from start to finish. Either way I am happy to help and advise.
